蔡喜明教授，美国伊利诺伊大学香槟分校（UIUC）土木与环境工程系Colonel Harry F. and Frankie M. Lovell讲席教授，可持续、能源与环境研究所副所长。曾任水资源领域权威期刊Water Resources Research主编、世行和联合国特别顾问，现任Journal of Water Resources Planning and Management副主编、Water International编委、美华水工程师学会主席。1994年毕业于清华大学水利系，1999年获美国德州大学奥斯丁分校博士学位，1999-2003在国际粮食政策研究所、国际水管理研究所从事研究工作，2003年至今在UIUC任教。他开展了水资源管理、水经济学、生物能源以及全球气候变化等方面的研究，是流域水文-经济模型，全球粮食-能源-水模型的先驱者之一，发表文章150余篇。
报告摘要：
Droughts continue to be a major natural hazard. Areas around the world face a pressing question: Are we prepared for another major drought given the likelihood of a remarkably drier future, where the frequency and intensity of droughts falls far outside our contemporary experience? This question is complex since it involves many risk management issues beyond traditional crisis management, including the impact of climate change, the status of infrastructures, the role of institutions and behaviors, and the limiting factors of the use of drought forecasts. These issues must be studied in a holistic framework considering the interdependence among the social, economic, technical, and environmental factors that jointly challenge adaptations. This talk discusses these issues and provides synthesis of relevant studies and highlights challenges in drought preparedness. We expect to shed light on an integrated research agenda for drought preparedness, which is urgently needed for our society.
