Abstract：
Storms and severe weather have affected us for thousands of years. Time and again we have to suffer the consequences of bad weather, including the loss of lives and the destruction of businesses and properties. And this issue is still ongoing, giving us distress year after year. With the recent emphasis on the development of smart cities, what role will smart cities play in addressing storms and severe bad weather? What will a smart city do to reduce the impact of an impending storm and how it will handle floods?
In this talk, Prof. Toh will discuss what is a smart city and the challenges it has to face with regard to natural disaster (especially storms, etc.) and how these will influence the design of a smart city. Prof. Toh will also give some controversial ideas on how this prolonged issue can be resolved once-and-for-all in the far future.
专家简介：
苏才江院士于2019年当选为英国皇家工程院院士, 智慧城市专家。现任英国皇家工程院亚太区主席和青岛市工业物联网产业联盟专家委员会主席。1996年荣获英国剑桥大学计算机博士。曾担任新加坡资讯发展局的首席技术官和副局长，新加坡能源电信公司的首席技术官和副总裁。曾领导过国家智慧城市计划、物联网项目、数据分析工程和绿色数据中心研究项目。2004年担任英国伦敦大学杰出讲座教授。早年曾担任公司网络电信研发总监和计算研究实验室科学家。2009年荣获英国工程师学会 IET Fleming Medal 杰出技术成就奖章。2005年荣获美国 IEEE Kiyo Tomiyasu 杰出技术领域奖章. 2009 获得IEEE和AAAS会士 。苏院士是无线移动自组网路的开拓者, 1997 为这领域写了第一本书, 后本是 Prentice Hall Publishers 最畅销的书本之一。苏院士在物联网和智慧城市领域都有做出了贡献。他现任英国 IET 智慧城市期刊主编。最近，他成为世界第一位无线交通标志的创建者。他是南信大的杰出讲座教授。
